Yeah, he's similiar (on purpose) to a previous character I did call Turkish Stringfellow. It's not exactly a one-line concept. If it helps, I'll give you the most basic, simple rules for writing Tiberius:
--Emotions are usually reserved and neutral, unless in a fight. Then, he can get a bit dark and pissed. Isn't very personal or chummy. But, always polite to his friends.
--Phenomenally efficient hand-to-hand fighter. Can blend multiple fighting styles with expertise, and can be decidedly brutal in his confrontations. Implausible moves are a given. Think Crouching Tiger, Hidden Dragon or The Matrix for visual references.
--Powers? Think something akin to a Jedi, from Star Wars. Although, this aspect is very minimal, and I want to shy away from the metaphysical with him as much as possible, Tiberius can perform some amazing physical feats (ala' impossible agility, inertia-defying movements and stances, can leap great distancers given the right circumstances, etc).
--Poise, posture, and style of speaking? Think Smith from The Matrix.
