I can't think of any one character that made me think "this is just like V" when I read it. The character from Promethea, The Painted Doll, is similar, though more psychotic, obviously.
There's a little bit of Joker in him, as well.

V for Vendetta was written before Watchmen, I believe.
As Mxy said, the characters aren't really that similar. Infact, in some ways, they are the exact opposite. Rorshach wanted total order(like Batman), V wanted chaos and revolution.
V is also far more eloquent than Rorshach, who is the quiet, coldly effecient type. V is sort of a romanticized character, similar to the Phanton of the Opera, I suppose. Everything is a performance.
