No, you've got it wrong way around. It goes like this:
V for Vendetta (which appeared in Warrior at the same time as Marvelman/Miracleman)
Watchmen (which as has been said, Rorshach is nothing like V.)
Then Anarky appears in Detective, clearly inspired by V.
