His bike was stolen and he's pissed off! I dare you to find a city where crimes against property are a police priority. They have too much stuff that bleeds to deal with.
BTW I had a bike stolen from my garage in a white middle class suburb in Orange County CA, one of the most conservative places in the country. The cops expressed sympathy and I never heard from them again.
