The caps and bold is mine, but the relevant passage is quoted exactly as I read it.

Surely, WBAM, it is not harm if the relationship is entirely consensual? If it was actual rape, rather than statutory rape, I would agree that she is sick and should be punished. However, as it is consensual I believe that she should merely be cautioned, or given psychiatric help to find out why she has sex with a 13 year old boy.
