I believe Rob is correct. The law was passed in response to the discovery that Traci Lords had lied about her age (or not-there are suspicions that her "producers" and co-stars knew full well how young she was) and was making porn while under the age of 18.
As a result, technically, all of said porn was kiddie porn.
