you should be able to reregister with no problem, under any name y'want (even tho your email addy was already used... there's no limit!)
as for the DCMBs... they went down last week cuz of tech upgrades. im trying to get them to allow a forum visual upgrade to version 6 of the forums (similar to the boards here), but, they probably wont do it until this version becomes more reliable.
