Because if he could he'd just be another lame hero and people would lose interest in him. Running super-fast is unique, atleast compared to the amount of people who fly in comics. He could probably jump up to briefly participate in mid-air battles though, i have no scientific proof of this, i just think running super-fast would give you enough velocity to jump up really high. If he built up enough speed i imagine he could leap into the air like a torpedo and make it look like he was flying
