I used to think the same think the same thing, but it has been explained (in B:TAS or the books, I don't remember which) that a project will be close to completion and then Bruce puts the kabash on these "top secret" projects. He then goes back and takes whatever it is he wants and brings it to the Batcave. I assume that something similar will be explained in the movie. Though, in the trailers I've seen, Lucius is the one who introduces the ugly ass tumbler to Bruce, so how they're gonna explain that away I dunno.
I've always felt Lucius knows deep down. He knows how smart Bruce really is and just kind of rather not let on he knows.
