The whole Mask of Zorro angle only came later to acknowledge that Kane/Finger lifted a lot of aspects from that movie for Bat-man. They also used Der Fladermous (which is what the paper said the opera was) as a reference point.
And I didn't think they were saying Ras was responsible for the Wayne's deaths directly, he just brought about the depression in Gotham that caused the crime.
