We were discussing evolution last night while drunk and a historian I know came up with a grand and intriguing theory.
Elephants have gianormous penises. This was evolutionarilly necessary because they have to impregnate those giant elephany wimmins. Similarly, this is why black men have such large penises - they have ghetto booty to contend with. Further discussion led to the application to the Asian community. Asian men have small penii because they like their wimmins tiny so they never needed big schlongs.
