Conscription armies aren't professional armies. They're people who are being forced to fight and die. As such, they generally don't do too well. There are two reasons why the US military has had a superlative record post-Vietnam: technology, and no conscription.
The type of conscription in European countries, Singapore and Israel involves a 2-3 year compulsory stint in the army. That is quite different to the type of conscritpion we're talking about here, where mallrats get sent as target practice to Sunni AK-47s.
