I just read the latest issue and am in the Fury camp as well. What he was saying was expressing he was sad and disgusted over the murder of Hawkeye's family but he didn't show any of it. I thought it was just his tough guy exterior at first but then he immediately blamed and jumped on Cap then decided to get angry! It looks he was finding a scapegoat.
