Unfortunately they didn't have the advantage of your leadership. Hindsight is alwayse 20/20 and it's easier to blame people than to do something. This was teh WORST natural disaster in the history of the country. They didn't exactly have precendent to work from. Not that I'm saying you woiuldn't have done a far superior job. It may have been the worst but Andrew was certainly a good practice run. 1989 Loma Prieta quake got the state prepared for the far worse Northridge quake just a few years later. Preparation for those occaisional disasters began in 1905. It can be done.
