Sloane had another agenda, and having Jack and Syd played into it. Still, I don't know that he would have blown up a building of "innocent" people. Sloane was on a mission to make the world better. His means did not justify his ends, but he was willing to overlook that to solve the Rimbaldi puzzle. He trully believed his actions would lead to a better world. He was sick, but not cold hearted and evil. He was human.
This guy is something else. He's selfish. He's out there for something, but it has to do with power, not the betterment of mankind. To that end, anyone who knows anything must not be allowed to live. There is a very big difference here.
Sloane wished to share his vision with everyone who would listen. This new guy is something else entirely.
As for the new girl, she's Marshall and Syd rolled into one.
