The Sacramento Bee reports on an appearance by actor Sean Penn at a rally for Cindy Sheehan:
Penn said Bush and the war in Iraq have made it hard for him to give up his addiction to cigarettes. 'It makes it very difficult to quit smoking under this administration,' he said.

So if he had said stress at his job or in his personal life made it hard to quit smoking, then you would have no problem.

However, since he invests his time in politics and feels stress by the pressure of people (like you) who insult his every move and word coupled with his genuine concern over Bush's actions, then I say he made a perfectly valid statement.
