He was when he was President. And when he was president he could have, just as "easily" as Bush, spent more money on the levees. But he didn't.

And he could have, just as "easily" as Bush, fixed the levees during his administration, but didn't.

Therefore, if Bush is to blame, and other officials are to blame then Clinton is at least also partially to blame.
