Yeah, that's exactly what she did. She killed her, and she covered it up. Still, I wonder of denying medical care to a vigilante in Gotham during War Games would be looked as a crime after the fact. I bet a good attorney to get her off the hook, especially after what heppened in the other plot of War Crimes with the biased reporter.
