According to Flairs book or some other Flair interview, Dusty couldn't wait to take the belt off of him and thought Garvin would be a popular champ! Problem was that Garvin was only mildy popular in one area(can't remember if it was Georgia), naturally he tanked as champ and the Money Men went over Dustys head and booked Flair to win the belt back asap!
I always figured there was some sort of weird political thing going on during that time. I know that there was a scramble to figure out who would replace Magnum T.A. as the young gun face, but Garvin just seems a really odd choice.
It seems like they would've gone with Barry Windham instead. But that's largely hindsight.
