There was that guy who killed the JLE in the Starman comic.
The Shadow King (or whatever his name was) when he killed Mr.Terrific as it was one of the first superhero murders in mainstream comics.
Pop Mahn when he designed Manga Ghost Rider!

Actually, the villain who killed the JLE was the female Mist.

How about Kid Miracleman killing a lot of people in London before Miracleman stopped him? Especially since it was published years before the Pocket Universe arcs in Superman.
