"They know what they did and they know it was wrong." isn't a valid argument because it's heresay. Legally, one can only claim what was SAID, not what someone KNEW. If they were telepaths, they wouldn't be doing movies.
But I believe that if Matt & Trey knew about Ringer, they might have held off from airing the episode until afterwards because they have a way of making things "up to the minute", such as the Janet Reno one I mentioned earlier, Saddam's capture in "It's Christmas in Canada", Cartman's wardrobe malfunction in "Good Times With Weapons", Cartman playing Wild Wild West in his room in "Cat Orgy" because the South Park movie didn't do as well as WWW in ticket sales..
Besides, "Up the Down Steroid" wasn't just about Cartman pretending to be handicapped, it focused on how steroids is also considered cheating and it pointed directly at certain baseball players who should be removed from the records.
