Just posted it. I've introduced the main villains, but I've left quite a bit up to the rest of you. I know 'The Ministry' is a dumb name, but I couldn't think of anything else.
Just to let you guys know, the team will be working for Amnesty (but I didn't want to have the villains know that). Go ahead and post, I'll come up with something more later.
