Yes, Thunder and Promethean are side by side, divided just by the river/end of the bay...
I also like the idea of a bad politician... And I think it would be cool if the heroes based themselves in Promethean, clean the city and help rebuild it... by the way, Promethean/Thunder city in both the Universes we have written have always been a catalyst for metahumans.
