That's a possibility, of course.
However, at this point, we have reports saying (a) he planned it in advance; (b) he intended to kill people; (c) he was prepared to die himself; (d) he did it for Islam.
Unless and until those reports are shown to be false, we have every reason to speculate his motive was, in fact, terror, especially given the recent controversy on campus related to the Muhammed cartoons.
