yes. in fact they originally were going to recycle that character into Voyager, but they ultimately decided that because he never expressed remorse he wasn't redeemable.
So they wrote Tom Paris to basically be a clone of him and looked for a similar actor. When they didn't find anyone they liked as well as Robert Duncan Mcneil, they just hired him to play Paris.

I thought "irredeemable" wasn't in the Star Trek vocubulary. He could've changed his mind after all those years of force labor and therapy sessions. I think I'm going to think that the guy changed his name while being in the penal/rehab colony.
