Jesus Rob, I think its pretty obvious when & why he made that promo, and a pretty damn important moment in wrestling history in fact!
It was last year in the lead up to One night stand, and the reason it was so important is that for the first time, Mahon, Heyman & Bischoff were in the same ring!

I know most of WWEs product is forgetable these days, but that was a pretty good "Holy shit" moment for any wrestling fan!
Of course, it didnt feature Hogan, so thats probably why you forget so quickly!
