From the behavoir of children in my part of the city, the parents that Rex is obviously referring to seem not to be terribly interested in providing guidance, as the children are loud and quite obnoxious here.... which is a shame, as lack of proper parenting, in a large enough scale can prove to be a factor in the downfall of a superpower.. such as the USA.
I have seen 4 year old kids smoking cigarrettes a few blocks from me, and using swear words that I did not know about till age 12 or 13. Very sad.
