Follownig from these comments, my theory is that Peter's power is essentially super-empathy. He is able to take in aspects of others' personalities and if he happens to enounter other "supers," then he also can take on their powers.

In his "exploding man" dream, he's seeing things from the perspective of Ted Sprague intermingled with himself (because Peter has yet to learn to control and refine his powers).

From what I've read, the reason that Eccleston was only in the last scene of GODSEND is because he had trouble getting his work visa in order and so the filming schedule marched on before Xmas and he could only get there in time for one scene in this ep.
