It's been my understanding that Sylar is able to control the powers he gains (presumably through the eating of the brains of his victims - in what I find to be a nice twist on the worm bit Alan Moore used to describe Swamp Thing's origin) is due to his initial power - the ability to "see how things work".

Would he have been able to fly, though? One of his powers was out of control - what makes you think his others wouldn't have been?
