The person who wants "no mods" only gets that one vote.

Really, the proper way to do this would have been to first poll "should there be a mod". Then, if the "yes" votes outweighed the "no" votes, proceed to a question of how many mods. Then, once the number was selected, people would vote on who those mods should be.
