every person has an opportunity to vote. you can pick no mod, or you can pick a mod (or two or three). as of the above post, 7 people voted for no mod, and 13 voted for uschi.
that means, as of that post, there are more people who want uschi to be a mod than there are people who want no mods.
However, the person who wants, for example, Uschi, also gets two more votes for two additional mods, for a total of three votes.
The person who wants "no mods" only gets that one vote.
Really, the proper way to do this would have been to first poll "should there be a mod". Then, if the "yes" votes outweighed the "no" votes, proceed to a question of how many mods. Then, once the number was selected, people would vote on who those mods should be.
