24 has been pretty balanced. They always have good Arabs and bad (the businessman and the Arabic woman in CTU) in the show. Years 1,3, and 5 had eastern european villains and even the arabs in year 2 were actually pawns of oil cartels so I think any charge of racism is baseless.
Anyone who is dumb enough to be inspired towards violence or racism from this show is already fucked up to begin with.
