I think the recent instances with Max Lord (what, with him being in charge of the UN sanctioned JLI for years) and President Lex would make the DCU heroes less inclined to jump in bed with the government. A government that hasn't been able to protect it's own human officers from reprisals from unpowered criminals isn't that much of an incentive.
