I took some time to re-read issue 2 and that solo by I-man.
So, I see that the faceless Tughs and the similar East-Indian themed villains of this issue were behind the hunt for Doug, and that they finally captured him.
The temple instead was a set up for the Draco Group to bring back Viper, and had no relation with the peoples hunting Doug.
This was my understanding as well.
And there are the Mayan people capturing kids. Why?
Better question (which will hopefully lead into an answer to the above question): Who or what are these strange Mayan people?
