If you look at it that way, you have to ask why characters like Gambit etc, or more classic characters like Beast and Angel werent in the first X-Men film.
Because at the end of the day, they are not as popular as Wolverine. C'mon, I loved the first X movie, but the focus was more on Wolvie for a reason. You make it classic v. popular and polpular is going to win each time, because - for example - an X movie with Logan is going to bring in more money than one without. It just so happens that Batman and Superman are both popular and classic.

When translating a comic book to film, what came before, and what fans expect, are the two things movie makers consider least.

Granted Batman and Supes in the movie would probably draw more, but if it meant them not doing or doing sequels to solo movies late, they would more than likely go with dropping them. The rationale being that they would make more money that way, even if JLA didnt draw as much as a JLA with them in it!
I see visions of a crappy JLA TV series right about now...
Dear, sweet Harley Kwink...I'm madly in love with you. Marry me! We can go to Canadia. Or Boston or something. It'll be grand...You know the cookies are a given. They are ALWAYS a given. You could dump me tomorrow and you'd still get the cookies. Boston..shit, wherever dyke weddings were legalized. And where better to rub their little piggie noses in how bad they suck than right on their doorstep? What are they gonna do? Be jealous of you? Stare furiously at your tah-tahs? Not willingly give you cookies, but instead begrudgingly give you their cookies? Woman, time to wake up to the powers you wield - Uschi
