Flip it around and you'll see the problem with that. If prostitution were legal it could be regulated. The reason it's so much more dangerous than porn is that it's illegal.
And, yeah, I know prostitution is legal in many places outside the U.S. That's actually part of my defense.
In countries where prostitution is legal, safeguards are often put in place to protect the buyer and the seller--mandatory testing and the like.
No reason that can't be done here.
