I'd like to know what exactly 'dubious' means here. But I've always said that our immigration policy is a little too strict and expensive. It's where we really need to concentrate our efforts at reform. I can respect the people who come to the country, work hard, and try to work with the system. I'm less respectful of those who try and slip through the cracks an use loopholes to con the system. Every effort should be made to respect the laws of our country. They'd expect no less of me in their country.
