Dipshit, it's not a static IP. The fact is that someone - an admin or YOU - is a liar. You can talk as big as you want, Tommy. You can't brag and beat your chest if it makes you happy. But I'm legitimately trying to re-sign up and someone or something on your end is preventing me. So you go back and you figure out what the problem is and then someone who isn't a liar needs to get back to me. Let me know that the "coast is clear" and that the problem is fixed and that I can access the "register" option and re-sign up. OR(!!!) you can just admit that you're a bunch of lying hypocrites.
