Thinking about the overall arc of the show, I wonder if 21 isn't being set up to be Brock's ultimate (and permanent) replacement as the Venture bodyguard.
I notice that Rusty made a comment this past week that 21 was doing a better job at guarding the compound than Hatred.
There was also another hint that Monarch may be Rusty's long lost brother.
