Regarding the potential loss of work, I would think that they can just contract for other transport deliveries to other cities, and they just, out of a number of possible contracts, can just elect not to take contracts to New York.
They might lose pay in he short term, but will eventually fill it with other assignments.
Likewise, New York will be shorted of deliveries in the short term, but they'll eventually find other drivers willing to go there.
Or not, since New York is high on crime, and other drivers might not be willing to take the risk of going there either, for reasons of personal safety rather than politics. But then... risk to personal safety is again a direct result of Democrat/Leftist politics in the state.
